Laredo, Texas, February 20, 2016

Thank you Secretary Johnson for having us here in Laredo.

We are very excited for being here. As Secretary Johnson was saying, and Secretary Ruiz Massieu, this is our first here in Laredo airport, our first joint pre-inspection program.

What does pre-inspection mean? If you can see around yourselves, you’ll see that agencies, both the US CBP and the Mexican SAT are here together, working together, so that in a single process we can clear the cargo to export from the US and to import to Mexico.

Why do we do this? Why do we have a place in customs that instead of going through two separate processes we are doing it in a single one? It’s all about efficiency. It’s all about making North America more competitive. It’s about allowing the private sector to be more competitive in a manufacturing process and in the trade process.

We are absolutely enthused about what we are seeing in this first pilot project.

Talking to the companies that export through this new process, there are time savings of more than 60 per cent and in the time, in the wait for instance, auto parts, you are looking at a plane right behind us. That plane is going to take auto parts into Mexico for cars that are not, you don’t know exactly if the car is Mexican or US manufactured but for sure it’s a North American manufactured car that is coming out of this process.

So it’s our commitment, that’s the challenge and the instructions that both President Obama and President Enrique Peña Nieto have asked us to meet, is how to make a more efficient border.

I want to thank Secretary Johnson for his vision, for his commitment and for making things like this happen.

This is a very important facility because this is the first. And what we have learned here allows us to make the best decisions. Where do we go from here? Where do we move from here? Where do we have pre-inspection in the future? It’s not only about learning, it’s already about creating efficiencies and what we are seeing here is for making the North American platform a very competitive one.

Gracias Secretario Johnson por su hospitalidad.

Estamos emocionados de estar aquí. Como decía el Secretario Johnson y la Canciller Ruiz Massieu, en el aeropuerto de Laredo está nuestro primer programa de pre-inspección conjunto.

¿Qué significa pre-inspección? Como pueden ver aquí, las agencias, tanto la CBP de Estados Unidos y el SAT de México están aquí juntos, trabajando conjuntamente para que en un solo proceso podamos liberar el cargamento y sea exportado de los EE.UU. e importado a México.

¿Por qué hacemos esto? ¿Por qué tenemos un lugar en aduanas en donde en lugar de pasar por dos procesos separados lo hacemos en uno solo? Tiene que ver con la eficiencia, con hacer de América del Norte una región más competitiva. Se trata de permitir que el sector privado sea más competitivo en los sectores manufacturero y comercial.

Estamos muy entusiasmados con lo que estamos viendo en este primer proyecto piloto.

Después de platicar con las empresas que exportan a través de este nuevo proceso, podemos observar que se han logrado ahorros de tiempo de más de un 60 por ciento. Por ejemplo en autopartes, ustedes están viendo atrás de nosotros un avión que las llevará a México para automóviles que no podremos distinguir si son producidos en México o en Estados Unidos. Sin embargo, lo cierto es que de este proceso saldrá un automóvil producido en Norte América.

Por lo que nuestro compromiso, el reto y las instrucciones que tanto el Presidente Obama como el Presidente Enrique Peña Nieto nos han instruido cumplir, es cómo tener una frontera más eficiente.

Quiero agradecer al Secretario Johnson por su visión, por su compromiso y por hacer que las cosas como éstas sucedan.

Ésta es una instalación muy importante porque es la primera, y lo que hemos aprendido aquí nos permite tomar las mejores decisiones en el trabajo. ¿Para dónde vamos? ¿Hacia dónde nos movemos de este punto? ¿Dónde tendremos pre-inspección en el futuro? No se trata sólo de aprender, sino de generar eficiencia. Lo que estamos viendo aquí tiene que ver con hacer más competitiva la plataforma de Norte América.
